PCI's Project for Health Systems Strengthening/Quality Assurance (PRATIBHA)

 
 
PCI India is implementing Project for Accelerated Technical Assistance and Integrated Capacity Building for HIV/AIDS (PRATIBHA) - a project to provide Technical Assistance (TA) to National AIDS Control Society on Laboratory Services Strengthening through financial and technical support from US centers of Disease Control and Prevention (CDC). The overall purpose of PRATIBHA is to strengthen laboratory services in India by focusing on the NACP-III priorities designed to increase effectiveness, efficiency and accountability with regard to HIV testing. The project will focus upon training and upgrading of the skills and knowledge of public and private laboratories at all levels; implementation of quality assurance mechanism at all National Reference Laboratories (NRLs), State Reference Laboratories SRLs and select Integrated Centers for Testing and Counseling (ICTCs); strengthening of supervision mechanisms to ensure laboratories’ adherence to quality standards, such as proficiency testing and a nationwide accreditation system; and to provide recommendations for implementation of cutting-edge specimen collecting technologies for HIV testing.

The major activities of the project are to
  1. Provide technical assistance to support HIV/AIDS prevention and care initiatives focusing on quality assurance, standardized assessments of National Reference Laboratories (NRLs) and other laboratories while building national capacity for lab assessment and accreditation, trainings indicated by assessment results, SOP development and other mutually identified needs.
  2. Provide technical assistance and lead the process to develop, initiate, and transfer management of a national system of accreditation of laboratories.
  3. Suggesting technical leadership for the process of sharing cutting edge laboratory methods for HIV testing transfer of specimens, sharing data entry tools for proficiency testing, and any other identified needs.
  4. Provide training, on-site supervision to the SRLs and NRLS
  5. Lead and effectively manage conducting needs assessment, training, and development of labs accreditation system.
  6. Working closely with government and the CDC/other donors to revive the technical resource group on Labs/revision of lab guidance/policy document.
  7. Provide technical assistance in establishing an External Quality Assurance System (EQAS) and proficiency testing for Apex lab and link with CDC GAP Laboratory Branch, Atlanta.
PRATIBHA has a team of regional experts, which are placed at various sites in India to provide technical assistance to national, state and local laboratories.
